I have a 2002 Honda CR-V with a 2.4 Liter DOHC 16-valve Aluminum Alloy 4-cylinder engine, i-VTEC.

My problem is one day I had the air conditoner on about medium and then it just slowly cut off, and when I put my hand to the vent I felt the cold air coming out barely, it wasn't blowing out. I turned the fan dial to high and nothing happened. So now whenever I get in the car and try to turn on the heater or the air conditoner nothing blows out of the fan vents, although I can fell the cold or hot air just barely it will not blow out. So my question is do you think it is just the fan vent or something with the air conditioner?

If you turned the fan dial to high you should hear the fan speed increase (even if you do not feel it) and if you do not hear the change in fan speed, it almost always means that you need a new blower motor resistor which is the component responsible for giving you the different fan speeds. Sometimes though, what can happen is that the fan speeds are changing and what has happened is the air is not making it through to the vents because one of the doors that steers the air is stuck in the wrong position so the air leaks out inside the dash and you only feel slight air flow with your hand at the vents. I think resistor though based on your wording.
